James Temple from MIT Technology Review quotes me in an article on California Senate Bill 775, which Senator Bob Wieckowski introduced into print yesterday. James does a great job introducing the bill, its approach to modifying cap-and-trade, and what makes it different from the current program—notably, setting up minimum and maximum price controls and using a substantial portion of the revenue for per capita rebates:
